Iligan City Unveils Visionary Master Plan for the New City Hall at Buhanginan Hill
A Bold Step Toward a Modern, Green, and People-Centered Civic Complex
ILIGAN CITY, Philippines — After more than six decades of standing as the city’s seat of government, the iconic Iligan City Hall at Buhanginan Hill is poised for a transformational rebirth. A conceptual master plan unveiled under the leadership of Mayor Freddie Siao envisions a modern, sustainable, and people-centered City Hall complex designed to reflect Iligan’s unique identity as the City of Majestic Waterfalls.
The proposed redevelopment covers 7.2 hectares of prime land atop Buhanginan Hill — the city’s historic landmark since the 1950s. The master plan, conceptualized by architect Fadz Casanova and team, reimagines the area into a green civic hub where nature, technology, and good governance converge.
“We want our City Hall to mirror the strength and spirit of Iligan — dynamic like our waterfalls, rooted like our forests, and forward-looking like our people,”
said Mayor Freddie Siao.
“This is more than just a building. It’s a symbol of transformation — of our collective will to create a better, smarter, and more livable Iligan.”
A Civic Center for the New Generation
The Buhanginan Hill Civic Complex is envisioned to become the new heart of Iligan’s government and community life.
Key design features include:
- 🌿 Green architecture with solar rooftops, natural lighting, and sustainable materials
- 🏛️ A modern City Hall inspired by the flow of waterfalls — symbolizing transparency and vitality in governance
- 🏞️ Parks, walkways, and open plazas seamlessly integrated into the hill’s natural contours
- 🎭 Public amphitheater and civic spaces for cultural events, gatherings, and public engagement
- 🚗 Smart road networks and accessibility features to ensure efficiency and connectivity
The master plan places emphasis on open, people-first governance, turning the once-exclusive government zone into a welcoming public destination for both citizens and visitors.
Institutionalizing the Vision
Mayor Siao emphasized that while the project is still in its conceptual stage, discussions are underway to institutionalize the Buhanginan Hill redevelopment through a local ordinance, ensuring continuity across future administrations.
“We’re laying down a vision — a long-term framework that will guide how Iligan evolves,” Siao added.
“This plan honors our past while embracing innovation, sustainability, and inclusivity for the generations to come.”
A Symbol of Asenso and Unity
The proposed City Hall represents Iligan’s drive toward progress under the banner of “Asenso Iliganon.” It seeks to create not only a center of governance but also a space of pride, culture, and inspiration — a place where tradition meets technology, and where public service truly flows from the hilltop down to every Iliganon.
About the Project Team
The Conceptual Master Plan for the Buhanginan Hill Civic Complex was developed by Fadz Casanova and team in collaboration with the Office of the City Mayor, Iligan City Planning and Development Office, and various local stakeholders.
