MinDA and PPP Center Launch Desk to Strengthen Regional Development in Mindanao
DAVAO CITY — September 23, 2025. The Mindanao Development Authority (MinDA), in partnership with the Public-Private Partnership (PPP) Center, officially launched the PPP Facilitation Initiative introducing a dedicated PPP Desk for Mindanao. This milestone marks a step toward accelerating inclusive and sustainable development through stronger public-private partnerships.
The PPP Desk will serve as a support hub for Mindanao LGUs, offering capacity-building programs and technical assistance to develop bankable projects, attract private sector participation, and fast-track infrastructure and connectivity initiatives.
Iligan and Mindanao LGUs to Benefit from PPP Projects
The initiative directly empowers cities like Iligan, where local governments can leverage PPP frameworks to address infrastructure gaps in transportation, water supply, renewable energy, and digital connectivity. By linking LGUs with private investors and national agencies, MinDA ensures that projects respond to the region’s unique development challenges.
Key highlights include:
- Capacity-building for LGUs to design and implement effective PPP projects.
- Unified framework under RA 11966 (PPP Code of the Philippines), simplifying national and local PPP processes.
- Stronger private sector collaboration in priority sectors such as transport, digital infrastructure, and renewable energy.
- Faster approval mechanisms to ensure timely project rollouts.
MinDA Chairperson Secretary Leo Tereso A. Magno emphasized that the launch is “a major step toward building a stronger and more connected Mindanao,” citing PPPs as critical in tapping private sector innovation and efficiency.
