What the ICDRRMO Does
1. Implements the National DRRM Framework Locally
Under Republic Act 10121 (the Philippine DRRM Act of 2010), every local government unit must establish its own DRRM office. These offices are responsible for creating their own Local Disaster Risk Reduction and Management Plan, covering four crucial pillars:
- Prevention & Mitigation
- Preparedness
- Response
- Rehabilitation & Recovery

2. Acts as the City’s Functional Arm for DRRM
ICDRRMO is the operational backbone when it comes to disaster risk management in Iligan—developing plans, coordinating response teams, and engaging in both readiness and recovery efforts.
3. Embeds DRRM into Land Use and Planning
A vital part of its work is integrating disaster resilience into city planning. Between the 2013‑2022 Comprehensive Land Use Plan (CLUP), Iligan City made significant strides:
- Inclusion of geo‑hazard maps prepared by the Mines and Geosciences Bureau
- Vulnerability assessments
- Zoning ordinances aligned with DRRM principles

4. Supports Community-Centered Risk Reduction Initiatives
Iligan City has empowered high‑risk communities—particularly in barangays like Hinaplanon, San Roque, and Santiago—to develop Disaster Risk‑Sensitive Shelter Plans (BDR‑SSP). These efforts involve local volunteers and barangay councils and have relocated around 70% of vulnerable households to safer zones.

5. Collaborates with National Agencies for Capacity Building
For example, PHIVOLCS ran an online training titled “Mainstreaming Disaster Risk Reduction into the Local Development Planning Process”, showing that ICDRRMO works hand‑in‑hand with national bodies to enhance planning and emergency preparedness.

6. Coordinates with National and Local Government Units
Partnerships under the Department of the Interior and Local Government (DILG), among others, emphasize proactive preparedness and reinforce ICDRRMO’s role in disaster governance.
